The Law Director devotes his full time to the duties of the office of Law Director; therefore, the Law Director’s Office has only one client—the Government of Knox County, Tennessee, acting through its duly authorized officials. Richard “Bud” Armstrong is honored to serve as your Knox County Law Director. The Law Director’s Office has a duty to execute and administer the legal affairs of the County. The Law Director, Deputies, and staff provide legal advice to County officials concerning their respective offices, serve as intermediary between other offices and departments of government, and litigate on behalf of the County in civil actions.
Richard “Bud” Armstrong grew up in the Skaggston community of east Knox County, Tennessee. He attended Skaggston Elementary School and Carter High School. He received his Bachelor of Arts from the University of Tennessee, a Doctorate in Education from Columbia University, and Juris Doctorate from Nashville School of Law.
Mr. Armstrong came to the Law Director’s office from private practice where he represented clients across Tennessee. Prior to entering private practice, Bud worked as an environmental scientist for the Tennessee Valley Authority for thirty-two years. During his time with TVA, Bud advised local, state, and federal agencies on regulatory matters.
Bud has served as a member of the Knox County Commission and on several local boards including the East Tennessee Historical Society, the Candoro Arts & Heritage Center and East Knox Business and Professional Association. He is a Past Master of Woodward Lodge F&AM, Knoxville Scottish Rite, and Kerbella Shrine.
